EXPERTISE

Loredana has a consolidated and recognised experience in various areas of material and procedural Administrative Law. The professionalism she gained in the field of urban planning and construction law, transport law, relations with independent administrative authorities, administrative and accounting litigation, as well as EU policies and funds is particularly relevant.

PREVIOUS EXPERIENCE
  • 2007 | 2017 Full Professor of Administrative Law at the European University of Rome, where she is Coordinator of the bachelor’s degree programme in Tourism and Enhancement of the Territory, after having been Full Professor of Administrative Law at the University of L’Aquila (2007 -2017). At the European University of Rome, she holds numerous positions including that of member of the Academic Senate, president of the Quality Presidium, and delegate of the Rector for Disability at the CNUDD.
  • She was Of Counsel at the law firm of Professor Franco Gaetano Scoca and at Chiomenti where she gained particular experience with regard to in-court and out-of-court assistance in urban planning and construction, particularly focussing on real estate development projects, waste, transport and tenders assisting clients, both Italian and international. In the procurement sector, and in particular healthcare procurement, she has dealt with public procurement models for the electro-medical and value-added services market (study for Assobiomedica).
  • Member of the Technical Committee of the Lazio Region Tourism Observatory, she is registered with the Arbitration Chamber at the ANAC.
  • She has been member of numerous institutional commissions including the Commission for the study and research into the issues relating to the reconstruction process in the municipalities of the Abruzzo Region affected by the earthquake of 6 April 2009, appointed by the Minister for Territorial Cohesion.
  • Co-editor of a series of books “Contributi di Diritto amministrativo“, she is a member of the Scientific Committee of numerous legal journals including “Il Processo”, “Ambiente e Diritto” and “Diritto e politica dei trasporti” as well as head of the local editorial office (Abruzzo, L’Aquila; and Potenza) of the online magazine “L’amministrativista.it, Il portale sui contratti e sugli appalti pubblici”, Giuffrè.
  • She is the author of three books and of over 100 publications in Italian and international journals on the general theory of Administrative Law, Urban Planning Law, Public Accounting. She is editor of five volumes.
  • She has been lecturer in various courses including: Administrative Law, Education Law, Construction and Land Government, Environmental Law, Law of Tourist Organisations. Visiting Research fellow in Law at the School of Law of the University of Glasgow (August and September 2000); Visiting researcher at the Max Planck Institut für Ausländisches Öffentliches Recht und Völkerrecht in Heidelberg (July – August 2002); Visiting Professor at the Piton de la Fournaise volcanological observatory (27 April – 21 May 2015) where she took part in numerous work and research meetings with the DEAL and the Civil Protection; Guest lecturer at the Technische Hochshule Nürnberg Georg Simon Ohm (18-20 June 2017) where he gave a lecture on “Social work after the catastrophe. Notes on the experience of Abruzzo”.
