Biography

Founder and name partner of the Firm

EXPERTISE
Long and recognised experience in the fields of corporate, banking and finance, insurance and capital markets law. Francesco directs the Firm’s overall activities.

PREVIOUS EXPERIENCE
Francesco started his career as a lawyer at the Consulenza Legale (Legal Department) of Bank of Italy (1967-1986), of which he eventually became Deputy Head. Later, he was Head of the Area Studi Giuridici ed Economici (Legal and Economic Studies Department) of the Italian Securities Markets Authority (CONSOB) (1986-1989). He founded the Firm in 1989.

Francesco was formerly a professor of Advanced Commercial Law and Italian and International Monetary Law at LUISS University in Rome, as well as professor of Advanced Commercial Law at Bocconi University in Milan. He also held teaching positions at the Universities of Pisa and Naples as well as at the Scuola Superiore di Polizia Tributaria (Post-Graduate Tax Police Training School) and the Scuola Superiore della Pubblica Amministrazione (Post-Graduate Public Administration Training School).

Francesco was member of the Ministerial Commissions in charge for drafting the implementation measures of the Second and Fourth Directives concerning the harmonisation of the law on joint-stock companies.

He was the head of the working group appointed by the Minister of Industry to reorganise insurance legislation and draft the text of the Italian Insurance Code, later approved via Legislative Decree no. 209/2005.

Francesco authored numerous publications on commercial, banking, capital market and monetary law. These include two monographs: “L’acquisto di azioni proprie” (The acquisition of treasury shares), in 1988, and “I contratti di intermediazione mobiliare” (Securities brokerage contracts), in 1992. He also authored the “Codice del Mercato Finanziario” (Financial Markets Code) and the “Codice della Banca e del Credito” (Bank and Credit Code).

Graduated cum laude in Law (1965) at “La Sapienza” University in Rome.
Qualified lawyer since 1967. Member of the Rome Bar Association.
Admitted to practice before the Italian Supreme Court.

Experience

Lawyer at the Legal Advice of the Bank of Italy (1967-1986), of which he becomes Deputy Chief Lawyer.

Head of the Legal and Economic Studies Area of Consob (1986-1989).

Lecturer in Advanced Commercial Law at the LUISS in Rome and in Internal and International Monetary Law at the Faculty of Law.

Lecturer in Advanced Business Law at the Bocconi University of Milan.

Teacher at the University of Pisa and Naples

Lecturer at the Higher School of Tax Police and the Higher School of Public Administration.

Member of the Ministerial Commissions responsible for preparing the implementation of the Second and Fourth Directives.

Responsible for the Working Group mandated by the Minister of Productive Activities to reorganize insurance legislation and draw up the text of the Insurance Code.
